Colonial Pewter Clock Key?

I was wondering if this is a clock key or some other tool? Maybe just a part of something. I found it in a colonial site that has produced lots of pewter artifacts.

Kind of looks like part of a gas lamp valve. Don't know if that would be made of pewter though.

Its not that old. 19th C at best.
