Cool brass cups........or whatever they are....help!

I feel like I should know what these are. I dug this brass cup today and it may not even be a cup, but it appears that it was designed to be a cup( ? ). A month ago at an antique auction, I won a small balance set that had the same "cup" inside. I am not sure if it is related to the balance set or not, but the fact of the matter is that I have no clue what they are or what they do. They have six small holes symetrically drilled in the "base" and are tapered to a rounded bottom inside the "cup." They measure 1.75" in height. The other mystery item is a chunky brass "disc" that has a hole machined into it, and two small non threaded guide stud holes. It measures 2.75" in diameter. Help folks, if you can, Thanks!

Way back in another lifetime I made parts just like those except in aluminum. They were indeed valves (or parts of valves).

All 3 pieces were found together?
