It's a worn out bushing. I would say from a small piece of farm equiptment like a planter or spreader. Tony

Despite being pictured in the McKee-&-Mason book on civil war bullets as an artillery fuze, it has been proven to be a spindle bushing from a 1909 Model-T Ford. See the photos below. The hole through it shows internal wear because the steel steering spindle rotates inside the brass bushing, which can eventually wear almost all the way through the bushing's body, as we see on the one you found.

The bushing in question looks to be a 1/2"/3/4" old style which would be about the same size as a Model T spindle. I still use that same size on some of my hit&miss engines and antique tractors. Good ID CannonballGuy Tony
