Copper Token or Tag with 99 on Front and 51 on Back

Found this at a site that dates back to the 1800s and it was very deep. It appears to be copper and is a little larger than a penny. On the front is 99 with a line through it and on the back is 51. There is a hole in the top and on the outer part there is a ring of small circles.

Probably a tool check from a business that ran out of #51 and had to re-number a #99.
