Could be the smallest button ever

Has anyone seen a button this small? Found this today along with a few other items. Initially thought it was an old tack, but was surprised to see the shank. It appears to be the full button. Can't tell if anything was ever on the front.

A guess: A late 19th-early 20th century ladies high-top shoe button.

I have one from a Rev War site about that size. It's about 1/4". I had to chase it awhile.
