I'll agree. Wasn't there a style of suspenders where the two straps met in the center of the back?

it seems too thin and fragile for suspender type material. i cant imagine anything other than ribbon running through

In addition to it being too thin and fragile, the holes aren't wide enough to accomodate suspenders-straps. I believe it is very probably a sock garter-strap holder ...functioning similarly to what is shown in this photo, but of course it's not the same shape. Note the "angle" of the garter-strap, which is about the same as the angled strap-holes on the object you found.
