Some of the older culverts might work but the modern spiral rounded culverts are self cleaning and aren't likely to hold any gold.
Be careful where you prospect. Roads and culverts are a part of any mining claims located there. No exceptions for Right Of Ways. If there is a claim the minerals found in the culverts is theirs.
