It is a Prussian Eagle. Germanic / Austrian origin. Also similar to the Heraldic Arms of the Holy Roman Empire. It is probably a commerative token. I will do more research when time permits. This should get you started on the right track.

Took a few days for me to think of the right word - it is a "jeton" - a commemorative jeton. A Prussian eagle representing nobility, notice the letter "G" at the top, can't say for certain it's meaning at this point. Additional cleaning on the four dot side might reveal more clues. On the eagle side notice the "star" or "sun" on the left and the "moon" on the right. the wings , neck and feet look like it may be an Albanian design
also it was one of the few country that the eagle has their tongue sticking out almost looking like a flame
