Both of the above phrases have comparative legislation in Cal., Idaho, Iowa, Wash. in one, and Cal., Idaho in the other.

Both can come to play a factor when there is a "Partnership" or in almost any "Notice" that can be worded with a "Person" who negotiates an instrument. This can include "Mining" instruments.

Most licensure laws are about practice for money (hire) . I never heard of this sort of opinion oppression before.
