From somewhere in the 1860's up to about 1964 Elgin watches were from Elgin, Il. then the company moved on. I'm thinking your find is one of the early ones from the 1910-1920 era. Shortly after WW1 wrist watches became smaller and more stylish but yours appears as many of the early ones to be a scaled-down pocket watch adapted to wrist-wear.

As far as repair/replacement goes, unfortunately it would be cheaper to buy one already in good condition than to get that heap running again.

I still use my 1887 gold turnip and my 1924 bird of paradise pocket watch, both Elgins, when I have any regard for time of day. They run great.

As far as that great deal you got on that Quattro, tell your fellow club member to buy a 7-10 acre farmette in western Illinois, and to call me when he gets tired of it. It should have a 4 bdrm split-level brick ranch on it with generous outbuildings and a nice olympic-size pool.
