Interesting find, a Roosevelt dime missing most of the clad surface on the reverse.

Not sure if it is a mint error, but I have never seen one like this before.

That's different alright. I don't know if I'd call it an "error", though, so much as "damage". It looks like the cladding just didn't fuse properly and broke off. Could have happened at the mint, or maybe later.

Somewhere, there is a flake of clad metal that looks like a dime but only has one side.

The damage is post mint. Tool, or similar marks are on the copper layer indicating a possible hit. There is also damage to the rim suggesting hit or tools.

From the rough edges of the cupronickel layer, it is almost a sure thing that the coin has seen almost no circulation since being damaged. Being a 1967, either the damage is very recent, or the coin has been stored for 55 years.

I have seen many clad coins lose a cupronickel layer completely due to manufacturing failure while making planchettes. This coin does not look like that. Deliberate damage is my guess.
