Do you need to obtain a lease if you are more than three miles from the coast?

What coast? The state of Florida claims state waters, out to 9 miles seaward of the shoreline on the Gulf Coast and 3 miles out, seaward of the shoreline on the Atlantic Coast.

It is 3 miles on the Atlantic coast, except for the Keys, where the 3 miles start from the outer reef.
 

Doesn't matter if your 3000 miles from the coast your in for a battle with the modern day pirates (government wackos) if you find something. And if you are past 3 miles it automatically belongs to Spain, remember they enslaved, murdered, stole it first.
