Without a pic of the base and no measurements, I would classify it as a food bottle or possible shoe polish.......from 1900-1910ish

Here are a few shoe polish examples to see a comparison....

Being only three and a half inches tall I would look into a medical or pill bottle

Nice little machine-made piece, likely dates from 1910 - 20.
As villagenut suggested, it probably held shoe polish.
