dredging the beaches of florida

Ok i love scuba and love finding things so what permits if any would i need to use my 4'' dredge off the coasts of florida around 1/4 mile out?

I don't think there are any permits this side of $$$$ commercial operations that would allow that there.

my understanding is that the Mell Fisher group (and others)owns most of the Florida coastline with his salvage permits. this includes any objects,gold,coins,guns,any old stuff. keep this in mind before you attempt to remove anything from the sea. check on the location your at. if you dont, it could get real costly in court if someone catchs you!
