No clue, but looks very interesting. Nice find. Hopefully someone recognizes it. It does look like some kind of buckle

Cool buckle. Judging from the construction, I'd say it's modern.
Might be a secret society sort of design on it.

Curious.

Turn it the other way up and it looks like a simplified/stylised Gothic letter 'H' to me, for which there are a myriad of variations. For comparison only this is a German Gothic typeface from the late 1800s.

Note that in older Gothic typefaces, the capital 'H' is frequently in a form that more resembles a lower case 'h' in conventional fonts. No idea what it might stand for though.
