No doubt filled with foreign coins. San Francisco was also a port of immigration, and we definately notice a lot of foreign coins at any green-belt area in the vicinity of where the immigrants would have been making -their-ways into the city. Ie.: parks nearer the water-front where the port was, etc....

I think not, but if you were to visit, you'd be detected... It is a National Monument.
