Error?

I don't no much about paper money. I got this green dollar is it a ink spill/bleed from the factory? The other side looks normal colored.

It definitely looks like it was exposed to something, but from the factory is doubtful. If it was from the factory, it would have contaminated the whole sheet (8x4 sheet,) and the sheet would have been destroyed and replaced with star serial numbers.
