Fisher F5 ground balance

I have followed manual for ground balancing. All metal mode, hold down phase lock, and pump up and down. I was wondering if anyone knows why the ground balance dial can be pushed in and out. Not mentioned in the manual. Any other tips for ground balancing with F5?

Pushing in on the ground balance knob does nothing. I think someone said that it was going to be used for a feature but the company changed their mind. Probably was going to be used for the phase, but would be too easy to knock out of balance if you accidentally turned the dial when you let off the knob.
 
thanks, I figured as much. Dug the top of an bicycle bell. No design on top, but cleaned up the rust and oiled up looks cool. Very heavy, not like today's Al alloy. Probably 50's 60's. It was deep.
