Fishing lure part or an antique piece of jewelry?

I found this in an area that was a mill dump from the 1800's, and a popular fishing spot. This was closer to the dump than where people fished. Any ideas?

Looks like jewelry.
I need better pictures and description as to what it is made of, does it have a hole through and so on.

I second the jewelry !! I have about 3-400 beach combed fishing lures and something says jewelry to me about that piece.

Thank you all for the responses, I will post more pictures later today. The back is iron, and it looks like there are tiny prongs holding the stone in place on the front. The stone might be shell, I am not sure.
