Foley Alabama Token ?

I found this in my yard in southern Mississippi.
I think it is a token.
The front has "FABULOUS FOLEY DAYS - SAVE".
Foley Alabama ?
The back has what looks like a silver colored "1". I was told that the "1" might be where a pin was soldered on.
It measures 1 1/2 inches across.
Any help will be greatly appreciated.

i would say like a festival or town fair....im actually doing some research on fole and loxley, ill see what i come across
