This looks like a Taiwanese 10 dollar coin. It is very similar to the 10 dollar coin shown on this site: http://www.cmc.gov.tw/english/product/Circulation.htm

The reverse looks almost identical, but the obverse has different characters around the portrait (which is Chiang Kai Shek).
