Hey Rich, if it's all there and I found it down here in Va. I'd say it was a Badin. They are more of a southeast type though so I'm not real sure. I've got a couple thick jasper triangles from Pa. that I can't I.d. I'd be interested to know exactly what type that is.
 

Can't say with certainty, but from the thickness at the base, it's most likely a knife re-worked down to a stub and used from there (on one side) as a flake core.
