I'm not very familiar with damaged coins so I can't tell for sure. It's possible that might just be from ware though.

It can't be from wear. It may have been cut, but it doesn't seem like it.

And Mr.Schultz, check for the Blakesley effect (the rim opposite the clip will be weakly struck).
 

Place a penny in the clipping...if its a perfect match...it most likely is. Doesnt really look like it to me though.

I tried the penny test, and it fitted in there.
