they date from the 1920s - 1930s. Known as a 'deposit developer', they were a promotional give away item from banks to promote saving. In some cases, the bank would keep the key to encourage you to bring it in and have them open it and put your money into your savings account. Back in the days when savings accounts paid 4% or better in interest and practically all spending money was coinage because people had very little folding money
