It's definitely interesting, based on the design I'm thinking it's older then early-20thc. :icon_scratch:
If you could please post pics that are larger then 300 - 400kb, it would help us to get a better look at pics #1 & 2.

My first thought was that it's baking or kitchen related.

My first thought was jewelry. It looks heavy, though...

That was my first thought too. Not a cookie cutter as such, suggested by @doctordetector, but from a cookie press or icing/sugarwork gun. Something in this territory:
