Pretty sure what you have is a farm windmill balance weight. A friend of mine used to collect these. They come in all shapes and sizes. This is a photo of one similar to yours displayed on a square shaft. ImageUploadedByTreasureNet.com1585012487.635432.jpg

Adujustable weight for an old governor, or relief valve, steam engine maybe. Could be from a boat/sawmill?

Desertexplorer and Tony are correct... that ball's function is an adjustable weight, such as on a Governor-arm, or other counterbalance weight. No artillery balls had a rectangular hole in them.
