Hey Cold, wish I had more for you but this may help in narrowing down an age.
Counter sunk screws were introduced in 1936 and used in the production on
the 1937 Cadillac. Looks like part of a latch don't it.

Countersunk screws were being used way before 1936 the historic use of them goes back to the 18th century when they were first used in ship building to reduce drag.
