Found in front of an 18th + 19th century tollhouse/inn in Kentucky

Does anyone know what this item is? I found it in yard of an old loghouse that was once the tollgate house for the western terminous of a wilderness road through central Kentucky.

Reminds me of the tops of old shaker containers. Pushing the nub causes one of the disks to rotate, aligning the holes so that powder (or whatever) can be shaken out; pushing it in the opposite direction closes the holes. It also allows some regulation of the size of the openings.
