Panning material from a old gold mine in N.C. This little rock refused to get out of the pan.Only this & some gold flakes remained. It easily scratches glass.Breathing on it my breath disappears instantly on it. 004.webp008.webp012.webp

Possibly white sapphire, topaz, or diamond. All are quite dense, hard, and found in alluvial gravels.

Diamond is rather light with a SG around 3-3.5.

I think the topaz wouldn't stick around. White sapphire or a small diamond would be my best guess. Try a digital microscope to look for crystal faces. All three minerals have different crystal habits. The sapphires will have numerous sides to them, the topaz has a really neat structure, the diamonds mostly pyramidal habit. I used to know all that stuff but have forgotten most of it.

I doubt it's diamond. With just 13 found in the State your's would probably be near the largest found.

It looks more like quartz to me but pictures don't give much information to go on.

Here are closeups of most of the other North Carolina Diamonds for comparison.
