Puts me in mind of one of my morse taper sleeves with the bit rusted in it.but im sure its something else.

Does the hole in the side go through to the bottom of the tapered end??
If it does I would say it's part of a Keg tap valve.

If it's hollow I agree. Barrel tap part.
