Found on school playground....but ?????

Dug this with Dad today on a school playground. Left a pencil top in the picture so you could see size. What the heck is it? The metal piece has screw threads on the inside.

It looks like a tip of a dart. The end with the threads receives the body of the dart which contains the plastic wings/ feathures
