Found some sort of ID tag from luggage, wallet, or even a dog?

This item is about 2.5 or 3 inches long. Obviously, there is an address where this "C. Howard" lived in Chicago and his phone number. The address doesn't exist anymore but formerly was a tenement house that was torn down in the 1960s. It was found about an hour s/w of chicago on some old farmland. Wondering what this would have labeled? Perhaps a piece of luggage I'm thinking?

My guess would be that it came off a dog's collar.

Tough call, it could have been attached to almost anything, but it is a neat find.
