Great find! That is a typical Victorian era US police hat badge for the old "Bobby" style helmets of that era. If it doesn't appear that any other numbers are missing from the crossbars, then you have a hat badge worn by Officer #1 on the department, coinciding with his shirt badge. Congrats., Sub
