Maybe a decorative finial, that is held by a spring, similar to a hood ornament on some cars.

How about some kind of key, that is used to wind something up.

Someone here found something extremely similar a couple of months ago or so. Can't remember what it was right now, but you'll get an answer pretty quick. It's nice!

I think it is upside down as well. If it were mounted on the wall, the hook wouldn't "work." So it seems the hook would be attached to something and the rest is ornamentation. Hooked to what is the question.
