Found this saturday

I found this saturday and after cleaning this the best i can i still cant make out what it is.Looks like it says INTERSTATES (not sure can only see the inter real plain) and then starts another word that i cant see the first letters but ends with ESS then the next word is either MEN'S or NEW'S and looks like the next word is ACCIDENT then ASSOCIATION at the bottom.Im not even sure what the emblem in the middle is.This thing measures about a 1 3/4 inches tall and about 1 1/4 inches wide.
