I think ALL'Y is an abbreviation for Allegheny.

Maybe it is an 1890 Dog Tag for Allegheny County. I wasn't able to easily find a photo of one from that era but here is one from 1933 and a lot of others listed on ebay right now.

An Unusual License/Tag from a different time period !
This is an original Early PA license/tag, probably for a 2 Horse buggy/carriage from the year 1907. It is nearly 1 3/4" across and is made of aluminum or nickel. As shown, it is marked All'y 2 Horse, which would indicate it for use in Allegheny Co. on 2-horse buggies at that time. It is license # 69 and clearly shows the issue date of 1907. Conditon wise, It is very good overall with no real issues. You will find only some very light use scratches on the front and some minor spots on the "blank backed" reverse. Overall, it is very displayable for your Allegheny Co. or license/tag collection.

it looks like a Buggy Tag, especially it being that thick...Very cool find!
