Think this is a blacksmith tool . There’s a handle but it’s a rather short handle , unless another handle mirrors the other side . Found along with jaw harp and some buttons.

If I had dug it I would be leaning to implement device.
The handle part goes in one end.
The flat is adjustable (reason for the holes)side.
