That means (St.)Hubertus Chase (hunt) Metz 1901 2nd Prize.
So this exquisite Art nouveau picture frame was the 2nd trophy for the Saint Hubertus memorial hunt that was held on November the 3rd of 1901 in the French city of Metz and went to the 2nd best hunter of that day.
The city of Metz has a rather turbulent history itself, so in 1901 it was still German, part of Alsace-Lorraine, that explains the inscription in German.
St. Hubertus is the catholic saint patron of hunters, you may be familiar with Jaegermeister schnapps logo? It's inspired by the St. Hubertus legend...
If I was you I would test this for silver, it's too nice to be made of scrap metal and since it was a trophy and with that nice carved inscriptio even more...
