I was told hat the DR is one of a few places that Russians can travel to with out a Visa, So there are a lot of them there.
and also there is some sort of luck thing to through your coins in the ocean before you leave
so needless to say you will find a lot of Russian coins.

my resort was about 20% Russian - they were a pain in the ass - one guy kept asking me to let him use my machine while I came out of the water to make a gold deposit with my girlfriend and get a drink of water
and would not take no for an answer -I tried being nice and he kept grabbing my arm as I tried to get back in the water
the French and Germans are very rude to everyone - they all treated the staff rotten - clapping their hands to get them to wait on them - snapping fingers and whistling
we met a waiter and even though at all inclusives you don't have to tip - I do - guy took unbelievable care of us - all it took was a few bucks - these people make like $5 a day
you give them 2-3 dollars - it means a lot - he told us Americans usually give a little - Canadians are good too - then UK
but almost never do the French ,Germans or Russians ever give a tip
you'd be surprised what giving these people a few dollars extra (when they do a good job) means to them
that waiter we had - after the first night - would see us and call us over -"my friends ...my friends!"
I would end every meal with a handshake with a few bucks in it and gave him like $10 on our last day
you know I went back 6 months later - and when we walked in for dinner at buffet - he saw us from across the room
and yelled "my friends ...youre back".. and he remembered we were Red Sox fans and asked me if I'd found anything good yet
he also sat me next to a UK chap that was a TH'ER - I still correspond with him
Never had any probs with locals - had a problem a few times with topless woman jumping up and down in front of me in the water
