Group hunt - what's it?

Kelly found this on the group hunt and I've never remembered to post it. Does anyone know what this doohicky is?

See if you can get the nut looking piece to screw out of the tube. I think it might be part of a valve stem to a tire with the cover still on it. I think the nut looking piece went on the outside of the rim. If that's what it is the valve stem itself is probably missing.

I found one quite simillar to it, at an old sawmill location. Mine cosists of the inner piece with the hex base. No clue of what it is.
