Handcuffs, shackles???

I found these in a military estate and have no idea what they are. They would fit around the wrist and guesses?

They look like toys, I don't see that they could hold a criminal. Unless they are something completely different.

I found these in a military estate and have no idea what they are.

They are Military D lock duffel bag fasteners, used by German and British army

Designed to be used by passing the straight part through the duffelbag eyelets, then securing the arm with a small padlock.
The idea was to prevent casual pilfering by one's comrades, as well as locals when bags were piled up awaiting movement!
