Has anyone ever seen a buckle like this?

I found this in my yard yesterday, not even metal detecting, I raked it up while laying some grass seed. It was laying pretty much on top of the ground so I don't think it was buried much. I tried searching for vintage buckle, vintage buckle with numbers, fire fighting buckle, vintage fire fighting buckle, etc.

I searched firefighting because it has the numbers 648 embossed and it seems like some sort of equipment buckle being that it's so thick and heavy duty. It doesn't show well in the photos, I'm positive on the 64, but the last number might be different, it looks mostly like an 8 as I can see two dimples in a vertical pattern each surrounded by a circular pattern so my guess is an 8 (possibly a 9). Anyway, I thought maybe it was a truck number or a firefighter's badge number or something (I have no idea, just taking wild guesses).

I'd be interested to hear anyone else's thoughts.

I'm no expert but, it looks like part of a tie down strap.
Yeah, that's what I was thinking. I imagine there is a companion piece with a tongue with a slight curve that goes through the hole, not like a typical belt, seems like it wouldn't be very secure but again, I'm just guessing based on the looks.

Thanks for all this, it gave me some more words to search for. Unfortunately, still no luck though. The search will continue (my brain won't let me just stop).

I think its part of a caterpillar bulldozer track, or perhaps a track on an excavator.
