What makes you think it's the Pied Piper? I know he led the children of the town of Hamelin away with his music after the town refused to pay him for removing the rats, but this painting doesn't seem to depict that.

I agree. It looks 'pastoral' to me... a typically romantic 'shepherd with flute' scene (note the crook leaning against the tree). More often than not these are by Italian artists, but I don't recognise this as having been reproduced from anything 'famous' hanging in a notable gallery.

Found the original. This appears to be copied from an undated etching by the Scottish artist Robert Walker Macbeth (1848-1910) titled "The Dance":

As well as a painter, Macbeth had an interest in etchings and engravings, which didn't have full respect as art in their own rite at the time. He was one of the founder members of the 'Society of Painters, Etchers and Engravers' that helped change this attitude in the world of art.
