Help indenify small shield with 13 stars.

Anyone have an I.D. on this? I found it in an area that we been finding w havear of 1812 artifacts. I seen some things from the coast guard, ww2 era that looked similar but they were much larger. We haven't found anything else ww2 related and actually everything we have found as been 1700s to early 1800s
