Interesting coin, I think what happened is the coin was heated melting the zinc core. Zinc melts a lower temperature than copper so the zinc goes first.

Any idea why the letters are mirror image/backwards.
It's weird. The top layer that is peeling off is "heads" and under it is " tails"??

Something weird going on, but I think it's more than a torch. Is all of the metal showing the same color? If yes I would rule out the zinc core theory. Almost looks like another coin was melted to it then removed. I think someone was trying to make a fake error. Nothing like that happened during the minting process!
