Help with a BIG lead bale seal

Walking around in the woods today and found this big ole bale seal. From what I know from detecting in the Netherlands, this is an old one. The bigger ones like this don't turn up much over there anymore. They say they found lots of them in the old days. I guess these big honking pieces of lead would be picked up by most any metal detector and tended to leave the field early.

I am pretty sure it is a UK or European seal but I'm not positive. Any help with who, what, and when would be greatly appreciated.

Yeap, Cloth Seal.

The (crossed) 'I' which makes it JC & C indicates a circa 17th C date.
