Help with a possible knife found in lower northeastern Michigan.

This was found by a friend's Grandfather when he worked for the C.C.C. in the 1930's. Could you guys identify this and maybe give me a time frame. Thanks for any Info.

I’d add that I’m guessing it’s a bit off center due to sharpening a select side which would say knife to me
