It sort of reminds me of a bloodletting tool. These were spring-loaded when you press a button and would use your razor to Lance the skin.

You guys are awesome, I know it's an eagle we reference them as chicken buttons in ky!! A gleam huh what were they for

They were use for bloodletting. If you had a wound that got infected they would use it to Lance the skin and opening up to drain it. It's a really cool civil war find.
