Help with Claw Bracelet

I found this claw bracelet today at an old playground. It seems to be made of copper and was possibly gold plated at one time as there is still some gold here and there. Any help identifying it would be great. It appears to be the Seal of the US with the motto E Pluribus Unum.

I do believe Breezie is on the right track.
The item looks way too utilitarian to be a bracelet (to my eye).
The V and W that Cannonball Guy has pointed out - now could that be WV as in WAR VETERAN?
The angled Seal would suit positioning on an angled flag pole or other post.

The ends of the bracelet cuff appear to be curved outwards - which would assist easy application to, or removal from a pole, but would be very impractical if worn as a bracelet.

Yo mate. Kia ora. I'm not here for credits. I'm not here for abuse either. I'm pretty sure I know what you are suggesting in this post and you are on the wrong page.
I give credit to your idea of the ribbon. Are you researching the possibility, so you can show us an example?

No offense given or intended Mate, yes I've been looking for a similar example, from my very first response to Blauer where I stated I'm not sure it's a bracelet because of issues with the orientation of the seal, and the obvious clothing catching and skin poking the piece would do if worn , Dig Iron chimed in that he felt it wasn't jewelry either.along with several others who felt it looks similar enough to a bracelet to overlook the obvious differences . What's your theory ?

Thinking out loud to myself...... I can see where it has alot of rough edges for a bracelet as mentioned. On the side, it looks like just one letter to me. What appears to be a 'v', I think is more a part of the design than a letter. But what do I know. And I am going with the letter 'w' rather than an 'm'. It does appear to go around something. So......how about a rolled flag? Do the flags, like the colour guard or a marching band would use, do they get rolled? Or does the flag get removed from the pole/handle and folded as other flags? I guess it wouldn't have had to have been around a US flag, but any flag they would carry?!?!? I don't know.... just thinking out loud :-)

I was thinking the same thing about color guard or marching band. I'm trolling through old pictures of bands to see if I spot something similar.

Whichever it is! parade color guard , wall adornment or funeral/cemetery floral spray , this should be on the left in the parade, or left facing by only 3* , alone or in right and left pairs !

Just my two cents, but if it were on say a flagpole that was crossed with another flagpole making an X then the great seal would have been oriented in an upright position, but the pole would have been at a slant and this could be one of two pole ornaments.Just an idea, but minus the cutouts it does look like the sweetheart bracelet nhbenz showed in that link.Also if a bracelet why would the ends be curled out you would curl out the ends to make it easier to pop on something hard but popping that on a wrist would hurt or cut.JMO

its been mentioned, the cut out looks like a, V W, or just W i did a crappy drawing of what i see, and wondered if the cut out is an Insignia, i looked at some of Dr. Howard G.
