Actually, on closer examination, I think you are correct. At first I thought it was bend flat but I can see where a second side has broken off.

I did find the other side of in the same hole

Its a fob Seal, often jewelry for fob watches handing off the chain. Not all were used to seal wax on letters, but it might have been. Probably early 1800s.
